Minutes of the September 7, 2000 meeting at IHSAA headquarters

PRESENT

MINUTES

Minutes of the August 3, 2000 meeting were presented for approval. A motion for approval was made by Dennis Eller; seconded by Oren Sutherlin; motion passed 9-0-1 with Dan Cunningham abstaining.

2000 FALL TOURNAMENT OFFICIALS

CROSS COUNTRY -- Associate Commissioner Craft presented a list of starters to be approved for the Cross Country Tournament Series. A motion to approve those starters who have applied to work the cross country tournament was made by Joseph Trimboli; seconded by Janis Qualizza; motion passed 10-0.

FOOTBALL -- Assistant Commissioner Cox provided a list of crews from which tournament officials will be chosen; approval to use said crews was requested. A motion to approve the football officiating crews was made by Dennis Eller; seconded by Dan Cunningham; motion passed 10-0.

VOLLEYBALL -- Assistant Commissioner Searcy submitted, for approval, the names of officials who have applied to work the volleyball tournament series. A motion to approve the volleyball officials was made by Joseph Trimboli; seconded by Mike Blackburn; motion passed 10-0.

SOCCER -- Assistant Commissioner Wynns presented a list of officials to be approved for the soccer tournament series. A motion to approve the soccer officials was made by Mike Blackburn; seconded by Dennis Eller; motion passed 10-0.

TENNIS -- Assistant Commissioner Wynns presented a list of chair officials to be approved for possible use in the boys tennis tournament series. A motion to approve the tennis officials was made by Oren Sutherlin; seconded by Mike Necessary; motion passed 10-0.

TOURNAMENT OFFICIALS PAY

Assistant Commissioner Wynns submitted for approval a list of 2000-2001 stipends for officials working the IHSAA tournament series. The list reflects an increase in pay at most levels of the tournament. A motion to approve the list was made by Dennis Eller; seconded by Linda Barnett; motion passed 10-0.

MID-STATES SEMINAR REQUEST

Commissioner Ress requested permission to add Sports Information Director Russell as an attendee at the Mid-States Seminar. A motion to approve the request was made by Joseph Trimboli; seconded by Oren Sutherlin; motion passed 10-0.

PUBLIC RELATIONS PROPOSAL

Commissioner Ress presented a proposal designed to enhance the image of the Association. As one component, public service announcements have been distributed to radio stations across the state. These announcements also will be delivered to all member schools. A motion to approve monies which will be applied to public relations efforts was made by Dennis Eller; seconded by Dan Cunningham; motion passed 10-0.

FINANCIAL REPORT

Commissioner Ress presented the July financial report of the Association.

TRANSFERS

Associate Commissioner Craft reported on transfers that have been ruled on for the 2000-2001 school year. This report included the following actions as of Sept. 7:

Full Eligibility -- 832

Limited Eligibility -- 80

Ineligible -- 14

Total -- 926

SPORTSMANSHIP

Assistant Commissioner Wynns reviewed the unsportsmanlike conduct reports that have been received. There have been 166 incidents reported including the following breakdown by sports:

Boys Soccer – 127;

Football – 28;

Girls Soccer – 11.

It was also reported that a committee has been formed to spearhead a sportsmanship campaign scheduled for Fall 2001.

LITIGATION

Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

SPORTS MEDICINE COMMITTEE

Assistant Commissioner Cox reported on items that were discussed during the meeting of the Sports Medicine Committee of the Indiana State Medical Association. Topics for discussion included the possible use of a new physical form, the wrestling weight control program, and wording on the physical form.

PENALTIES ASSESSED

The following penalties were assessed for various violations of the IHSAA By-Laws:

Frankfort High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2a.

  1. The Frankfort High School boys basketball program is issued a warning.
  2. The four student athletes involved in this violation shall be suspended for three contests.
  3. The administration is commended for its prompt reporting and handling of this matter.

Knightstown High School

Commissioner Ress reported the following action as a result of a violation of Football Scrimmage Rules.

  1. The Knightstown High School football program is issued a warning.
  2. The administration is commended for its prompt reporting and handling of this matter.

Lawrence Central High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3c(10).

  1. The Lawrence Central High School boys soccer program is issued a warning.
  2. The two student athletes involved in this violation shall be suspended for three contests.
  3. The administration is commended for its prompt reporting and handling of this matter.

New Albany High School

Commissioner Ress reported the following action as a result of a violation of Rule 15-3.3c(10).

  1. The New Albany High School boys cross country program is issued a warning.
  2. The two student athletes involved in this violation shall be suspended for two contests.
  3. The administration is commended for its prompt reporting and handling of this matter.

 

Penn High School

Commissioner Ress reported the following action as a result of a violation of Rule 54-6.

  1. The Penn High School football program is issued a warning.
  2. The IHSAA accepts and supports the action taken by the athletic department staff to prevent future, similar incidents from occurring.
  3. The administration is commended for its prompt reporting and handling of this matter.

Pike High School

Commissioner Ress reported the following action as a result of a violation of Rule 19-3.

  1. The Pike High School volleyball program is issued a warning.
  2. Coach Trael Kelly is reprimanded for permitting this violation to occur.
  3. The administration is commended for its prompt reporting and handling of this matter.

The IHSAA Executive Staff has suspended the observers program in basketball until further notice.

RESIGNATION

Kay Huffman, IHSAA administrative assistant, announced her retirement effective October 31, 2000. Ms. Huffman has been a visible and loyal employee of the Association for 27 years, and has worked for the past five commissioners. Her contributions have been notable and she will surely be missed.

A motion to adjourn the September meeting of the Executive Committee was made by Mike Blackburn; seconded by Dan Cunningham; motion passed 10-0. The next meeting of the Executive Committee will be at IHSAA headquarters at 8 a.m. on Oct. 11, 2000.
